Texas Health Education Service Welcomes Victoria Moe as Deputy Executive Director

AUSTIN, Texas — Texas Health Education Service (TXHES) is pleased to announce the
appointment of Victoria Moe as Deputy Executive Director.
Moe brings more than a decade of leadership experience spanning higher education,
government, workforce development, and public policy. Throughout her career, she has
led collaborative initiatives that connect education, community needs, and institutional
strategy while supporting organizational growth and long-term impact.
As Deputy Executive Director, Moe will help guide strategic initiatives across the
organization, working closely with participating institutions, statewide partners,
and TXHES leadership to support programs and services that strengthen pathways into
the health professions and advance Texas' future healthcare workforce.
Most recently, Moe served as Director of Strategic Initiatives at San Antonio College,
where she advised executive leadership and helped lead institution-wide efforts focused
on workforce development, health professions planning, strategic partnerships, and
long-range organizational initiatives. Prior to that, she held leadership positions
with the City of Dallas, supporting executive decision-making, public policy initiatives,
intergovernmental partnerships, and large-scale strategic projects.
Much of Moe's work has centered on bringing together institutions, community partners,
and public-sector stakeholders to advance initiatives that create meaningful opportunities
for students and strengthen workforce outcomes.

execution will be instrumental as we continue to strengthen governance, advance key

Moe's background in higher education, workforce development, and public service aligns
closely with TXHES's mission of expanding opportunities for students pursuing healthcare
careers while supporting the evolving workforce needs of Texas communities.
"Throughout my career, I have been driven by a commitment to public service and creating
pathways to opportunity,” said Moe. “I am excited to join the Texas Health Education Service and contribute to initiatives
that strengthen the healthcare workforce, support student success, and enhance collaboration
across the University of Texas System."
She holds a Master of Public Affairs from The University of Texas at Austin, a Master
of Science in Organizational Development and Leadership from the University of the
Incarnate Word, and a Bachelor of Arts in Political Science from Texas State University. She
is currently pursuing a Ph.D. in Public Administration at Liberty University, where
her research focuses on the intersection of urban growth, economic development, and
income mobility, examining why some rapidly growing communities continue to experience
persistent economic inequality.
